Further increase in attacks with KP in Focus: PICSS Weekly Insight 25-30 Oct 2024

In the week under review, Pakistan experienced a significant rise in militant violence, marked by 24 attacks resulting in 41 fatalities and 19 injuries. The majority of these incidents were concentrated in the erstwhile Federally Administered Tribal Areas (FATA) and Khyber Pakhtunkhwa (KP), highlighting a concerning trend in security dynamics. Tactical assaults, targeted attacks, IED explosions, and other violent incidents underscore the challenges faced by law enforcement. Concurrently, security forces conducted operations that led to the deaths of 23 suspected militants and the apprehension of one. 

Amid this backdrop, the internal dynamics of the Pakistan Tehreek-e-Insaf (PTI) party reveal a struggle for power and direction following the release of Imran Khan’s sisters on bail. As factions within PTI vie for influence, the party is attempting to regroup by mobilizing supporters, particularly in Punjab, as it navigates a fragmented leadership structure. Speculation about a potential 27th constitutional amendment has sparked controversy, with conflicting statements from government officials causing further uncertainty. Rumors of a deal between PTI and the establishment have also emerged, contributing to the political turbulence. 

Justice Yahya Afridi’s recent appointment as Chief Justice of Pakistan signals a new phase in the judiciary, as he embarks on reforms aimed at improving efficiency and cohesion within the Supreme Court. His initiatives include addressing a backlog of cases and restructuring key committees, reflecting a commitment to transparency and accessibility. The introduction of live 

streaming for court proceedings is a notable move towards increasing public trust in the judiciary. 

In Balochistan, escalating security concerns and economic disruptions have prompted local political leaders to mobilize public sentiment against rising lawlessness, particularly along national highways. Mahmood Khan Achakzai’s planned jirgas seek to unify local communities in response to violence and extortion affecting livelihoods. Economic grievances, particularly 

regarding border trade closures with Iran, have further fueled discontent among opposition members in the Balochistan Assembly. 

China-Pakistan relations faced strain due to heightened security concerns regarding Chinese nationals in Pakistan. A direct confrontation between Chinese Ambassador Jiang Zaidong and Pakistan’s Deputy Prime Minister highlighted China’s urgency for improved safety measures following attacks on Chinese personnel. This incident underscores the need for Pakistan to 

address internal security issues to maintain the momentum of its strategic partnership with China while the latter will also have to shoulder some burden. 

Pakistan and Russia are enhancing their bilateral relations as evidenced by recent bilateral visits and exchanges between the countries. Discussions have focused on counter- terrorism efforts and joint military exercises, reflecting a shared commitment to addressing regional security challenges besides trade and economic relations though its realisation will require more efforts under the prevailing challenges.

During the week of March 7–13, 2025, Pakistan witnessed a slight decrease in militant attacks, though the intensity of violence remained unchanged. A total of 15 militant attacks were recorded, compared to 19 in the previous week. However, the week gained significant attention due to the hijacking of the Jaffar Express by the Balochistan Liberation Army (BLA), a high-profile incident that unfolded over three days. The attack resulted in the tragic killing of 21 hostages — later revealed by PICSS to be off-duty security personnel traveling home — and four security forces personnel. Despite a phased rescue operation that eliminated 33 militants, the incident highlighted serious security and intelligence failures.Regionally, Balochistan saw a sharp 80% surge in militant activity, reporting nine attacks compared to five the previous week. In contrast, Khyber Pakhtunkhwa (KP) experienced a 50% drop, with three attacks, while erstwhile FATA recorded a 25% decrease, reporting three incidents.
